Rules
1. REFEREE:
1.1- A referee will be assigned for every game.
1.2- Official linesman will be provided for every game, except for U-8,
U-9 and U-10 Boys and Girls.
2. POINTS ATTRIBUTION:
The standings will be the sum of:
- Win : 3 points
- Tie : 2 points
- Loss : 1 point
- Forfeit : 0 point with 3 goals for the winning team
3. GENERAL RULES:
The cases which are not provided in these rules will be settled by the organizing Committee.
4. SCHEDULE:
4.1- Any time during the tournament, the organizing committee
reserves the right to modify the schedule.
4.2- If a team refuses or neglects to present itself and to play a
match originally scheduled in the tournament, or refuses to play a game
modified by the organizing Committee, or refused to play their match
when they arrive on the field, or refuse to complete their match when
it started, automatically loses the game by forfeit.
4.3- If a team is expelled of the tournament or declare forfeit (leave
the tournament) before or during the tournament, all the games of this
team will be cancelled and opposite teams will win by forfeit by the
score of 3-0.
5. TOURNAMENT STANDINGS:
5.1- In case of a tie in the classification we will proceed in
this order:
- Result of the game between the two teams ( this rule does not exist if there is a triple tie )
- The team with the most win.
- The team with the better goal differential,
- The team with the most goals for.
- The team with the least goals against.
- FIFA penalty kicks
5.2- To decide between the best seconds, we will proceed with:
- The team with the most win.
- The team with the better goal differential,
- The team with the most goals for.
- The team with the least goals against.
- FIFA penalty kicks
6. DISCIPLINE:
6.1- In any game, coaches and players must remain seated at
all times
6.2- Severe penalties shall be given to players and coaches whose
conduct has been a subject of accident or trouble prior to, during or
after the game
6.3- If a player or a coach is expelled, he will have to stay in the
stands.
6.4- A referee can ask a spectator, disturbing in any way the game
being played, to leave the field. If the spectator does not leave the
field, the team responsible for this spectator has 5 minutes to make
sure that this spectator leave the field otherwise the team will lose
the game by forfeit.
6.5- If a player or a coach is expelled, he will not be able to
participate at the next game
6.6- If a player or a coach receives two (2) yellow cards during the
same game that amounts to an expulsion.
6.7- If a player or a coach expeled from a game is caught trying to
participate at the next game, his team will automatically loose by
default.

8. ELIGIBILITY OF TEAMS:
8.1- All teams must be registered with their Federation or
Association.
8.2- Teams outside the Centre du Québec region must have a
valid travel permit and present it at the registration's office.
8.3- Before the tournament you can register a maximum of 20 players (soccer 11). Mini-team rosters will be limited to 18 players
(soccer 7).
8.4- A player cannot play for more than one (1) team during the same
weekend.
8.5- For proof of eligibility, the committee reserves the right to ask
for a player's (or coach) passport at any time during the tournament.
8.6- A maximum of three (3) team officials will be allowed on the
bench. At least one of them must have a valid passport issued by either
his Federation or Association.
8.7- All players and coaches must be registered with their respective
Federation or Association and, when registering, must possess a valid
passport. They must have in their possession a valid and sign passport
for the present year. Any other valid proof of age will not be accepted
by the committee.
9. PLAYER'S EQUIPEMENT:
9.1- Each player must have a number on his jersey and this
number must be the same as the number on the player list.
9.2- The jersey must inevitably be inside the short.
9.3- All players must wear shin guards and they must have it under
their socks.
9.4- You can wear 2 pairs of shorts but they have to be clean and also
have the same colours.
9.5- The captain of each team must be clearly identified.
9.6- If the colour of the shirts are confusing, the organizing
committee will chose a set of jerseys of another colour. The choice of
the team will be done by drawing.
9.7- Each team should have 2 sets of different coloured jerseys.
10. RULES OF THE GAME:
All the games will be played in accordance with the rules of the F.I.F.A.. Despite the F.I.F.A. rules, the present rules of the Victoriaville International Soccer Tournament will have precedence and are in addition of the F.I.F.A rules.
11. SCORE:
11.1- There is no overtime for round-robin games.
11.2- All playoff games must determine a winner. In the case of a tie,
in order to have a winner, there will be a shootout ( penalty kick )
according to the rules prescribed by the F.I.F.A. except for the final.
In the case of a final, there will be two (2) overtime periods, of 5
minutes each. If the tie persists, then the winner will be determined
by a shootout. During the overtime in final, if a goal is scored
("Golden Goal"), the game ends automatically.
11.3- If during a game, there is a difference of 6 goals between the 2
teams, the game automatically ends.
12. APPEARANCE OF TEAMS:
12.1- The mini-team rosters have 10 minutes, beginning at the
time the game should have started, to present at least five (5) players
on the field and also a coach. Team rosters have 10 minutes, beginning
at the time the game should have started to present at least eight (8)
players on the field and also a coach. After this delay, the other team
wins the game.
12.2- If a team cannot be present on the field at the scheduled time
because of circumstances beyond its will, and when everything has been
tried to arrive on time, the organizing Committee will judge if the
game can be replayed.
12.3- A team cannot play a game if there is no coach or assistant or
substitute.
13. PROTESTS:
13.1- There is no protest or claims accepted during the
tournament.
13.2- Any dispute concerning a game must be submitted to the Tournament
Committee by the site's responsible no later than 15 minutes after the
end of the contested game. The decision taken by the claim Committee is
final.
14. GENERAL RULES:
14.1- The trophies are the property of the Victoriaville
International Soccer Tournament.
14.2- The organizing committee will accept a maximum of teams in each
category and registration forms coming first will be processed first.
14.3- If there is less than 6 teams in a specific category the
organising committee may not be able to organise the competition
14.4- The tournament organising committee is not responsible for
accidents involving players and their escorts, nor for theft, loss,
transportation of the injured with an
ambulance as will as hospital bills.
14.5- Alcohol drinks are prohibited on tournament sites.
15. SUBSTITUTIONS:
There are no limitations on the number of substitutions. They will be permitted after having notified the referee and been authorized by him/her, in the following situations:
- after a goal is scored
- at half-time
- on a goal kick
- to replace an injured player
- on your own throw-in and at the judgement of the referee
N.B. If a team make a substitution using points d) or e), the other team can do it also.
16. WEATHER:
16.1- The organizing Committee decides prior to a game if the
said game can be played following a thunderstorm or when the field is
sodden or because of darkness.
16.2- The organizing Committee can decide to change a game from one
field to another at any time.
16.3- During the game, the referee will decide to continue the game or
not.
Modification to the rules of the FIFA for Mini-soccer (7-a-side soccer)
Offside:
The law of the offside do not apply to mini-soccer
Goalkeeper:
A goalkeeper cannot make more than four (4) steps with the ball in his/her penalty area.
Free-kick:
- All the free-kicks are direct.
- When taking a free-kick, all the opponents shall not be less than 6 metres from the ball until it has been kicked.
- A player who commits any of the ten (10) majors offenses (direct free-kick at 11-a-side soccer) within his/her own penalty-area when the ball is in play shall be penalised by the awarding of a penalty-kick to the opposite team. All other offenses (indirect free-kick at 11-a-side soccer) committed in the penalty-area shall be penalised by a direct free-kick outside of the penalty-area and at the point nearest to where the offense was committed.
